Sir,
I agree that like a police constable he should have a starting salary; and I think it should be at the rate of £100 to £120 by annual increments of £10.
2. I suggest he should be paid at the same rate as a constable at once.

I have the honour to inform you that I have approved, subject to your sanction, an increase in the salary of Mr. W. Godwin, Custodian of the Recreation Ground.
Mr. Godwin was appointed a little more than a year ago, his salary being $60 a month without compensation. Mr. Godwin was formerly a Sergeant in the Naval Yard Police, where he was employed for 20 years, and he came into this service with a very good character from the Commodore.
During the past year he has discharged his duties in a satisfactory manner.
The salary at present offered to him is, I think, inadequate for a European and I have therefore, subject to your sanction, approved of his salary being increased to $100 a month without compensation.
